According to GB/T 33579-2017
"Mechanical Safety - Methods for Hazard Energy Control -
Lockout/Tagout"; GB 30871-2022 "Safety Specifications for Special
Operations in Hazardous Chemical Enterprises"; the following places
require the implementation of LOTO lockout tagout:
"Chemical
Hazardous Materials Enterprises" - Hot Work Operations: During hot work
operations, relevant equipment and pipelines need to be isolated from
energy to prevent the accidental release of flammable gases or liquids
and other hazardous energy, ensuring the safety of the operation. -
Confined Space Operations: Before entering confined space operations,
the potential hazardous energy sources must be isolated and controlled,
such as cutting off power supply, closing valves, etc., and through lockout tagout to prevent accidental startup or release. - Equipment Maintenance
Operations: When maintaining hazardous chemical production equipment,
the energy sources of the equipment need to be isolated and locked to
ensure the safety during the maintenance process.
"Mechanical
Manufacturing and Processing Industry" - Equipment Installation,
Modification and Repair: During the installation, modification or repair
of mechanical equipment, the hazardous energy sources of the equipment
need to be isolated and locked to prevent the accidental startup or
energy release of the equipment, ensuring the safety of the operators. -
Equipment Inspection, Testing and Maintenance: When inspecting, testing
or maintaining mechanical equipment, if it is necessary to contact the
hazardous parts of the equipment or enter the equipment interior, LOTO lockout tagout must be implemented to ensure the equipment is in a safe state. -
Equipment Cleaning and Disassembly: During the cleaning or disassembly
of mechanical equipment, the energy sources of the equipment need to be
isolated and controlled to prevent the equipment from accidentally
starting or releasing energy during the cleaning process.
"Other
Industries" - Operations involving hazardous energy: In any operation
involving hazardous energy, such as electrical operations, maintenance
of hydraulic and pneumatic equipment, etc., LOTO lockout tagout must be implemented to prevent the accidental release of hazardous
energy and ensure the safety of the operators. - Operations requiring
the removal of equipment protective covers or entering dangerous areas:
When operators need to remove the protective covers of equipment or have
their entire body or part enter the operation points or dangerous areas
of the equipment, LOTO lockout tagout must be implemented.
